Wow- time flies being part of the exciting UCMR
winning team. I am the newest recruit and feel lucky
to be part of such a hard working and dedicated team.
The proposed third Unregulated Contaminant Moni-
toring Regulation (UCMR 3) was published in the
Federal Register on March 3, 2011. This new pro-
posed regulation triggers celebration for the imminent
closure of the UCMR 2 season, and creates excitement for the start of UCMR 3
activities. Our "batting average" for public water systems sampling during
UCMR 2 is near-perfect. More than 99% of public water systems (PWSs) re-
quired to sample for UCMR 2 have thus far reported data. We are running to
home plate as UCMR 2 reporting nears completion while we look forward to
UCMR 3. Don't strike out and miss the important information included in this
issue.

A new season of monitoring:
Fans cheer for UCMR 3 Signing
The proposed third Unregulated Contaminant Monitoring Regulation
(UCMR 3) was published in the Federal Register on March 3, 2011. Together
EPA, the States, laboratories, and public water systems (PWSs) are engaged at |
various levels with key roles in UCMR 3.

UCMR 3 Proposal Highlights:
• Sampling is anticipated during 2013-2015. The proposed monitoring in-
cludes two viruses and 28 unregulated chemical contaminants.
• Monitoring for two viruses would be the first Pre-Screen Testing (List 3) within UCMR.
• All PWSs serving more than 10,000 people and a representative sample of 800 PWSs serving 10,000 or
fewer people would be required to conduct Assessment Monitoring (List 1) for 28 chemicals during a
12-month period between January 2013 through December 2015. Additionally, 800 selected PWSs
serving 1,000 or fewer people would be required to conduct Pre-Screen Testing (List 3) for two
viruses during a 12-month period during January 2013 through December 2015.
Public Comment Period for the Proposed UCMR 3
Public comments on UCMR 3 will be accepted for 60 days after the proposed rule publication in the
Federal Register ( i.e., until May 2, 2011). You may submit your comments, identified by Docket ID No.

State Partnership Agreements
As in the past for UCMR 1 and UCMR 2, states have the opportunity to assist EPA with certain aspects of
implementation. A Partnership Agreement (PA) is used to document states' roles and is coordinated through
their Regional EPA offices. State officials should be hearing from their Regions soon about the PA details.
For those states that do not enter into PAs or do not take on particular responsibilities, EPA will work directly
with the PWSs selected to participate in UCMR 3.

Laboratories who want to be part of the UCMR winning team
Laboratories interested in analyzing samples for public water systems (PWSs) must be aware of
the UCMR 3 laboratory approval requirements. Laboratories must register for the Laboratory Ap-
proval Program and complete the method-specific application packages. Upon review, qualified
laboratories will be eligible to participate in a proficiency testing (PT) program. Laboratories that
successfully complete the PT program are granted method-specific approval to analyze samples
for UCMR 3. To begin this process, request registration information via email:

^MPl This issue's Golden Faucet Award goes to Dan Hautman. Dan had been the
implementation team leader for UCMR since its beginning in 1999, but recently
was promoted to TSC's Deputy Director. Dan was an all-star on the UCMR team.
Much of the implementation success for UCMR 1 and UCMR 2 can be attributed to
Dan's hard work— either by his work or his leadership abilities. Anyone who has
worked with Dan (just about everyone involved in UCMR) knows his outgoing
personality and his penchant for analogies. What they may not know is the time and effort he dedicated to
UCMR. Many late nights and weekends, we would find Dan tirelessly working away on UCMR. Dan's
leadership and professionalism will be greatly missed on the team, but we look forward to working with
him in his management role.
