HE UCMR UPDATE pring Training Edition Editors Notes Wow- time flies being part of the exciting UCMR winning team. I am the newest recruit and feel lucky to be part of such a hard working and dedicated team. The proposed third Unregulated Contaminant Moni- toring Regulation (UCMR 3) was published in the Federal Register on March 3, 2011. This new pro- posed regulation triggers celebration for the imminent closure of the UCMR 2 season, and creates excitement for the start of UCMR 3 activities. Our "batting average" for public water systems sampling during UCMR 2 is near-perfect. More than 99% of public water systems (PWSs) re- quired to sample for UCMR 2 have thus far reported data. We are running to home plate as UCMR 2 reporting nears completion while we look forward to UCMR 3. Don't strike out and miss the important information included in this issue. Don't Drop the Ball! Together EPA, the States, laboratories, and public water systems (PWSs) are engaged at | various levels with key roles in UCMR 3. http://water.epa.gov/lawsregs/rulesregs/sdwa/ucmr/ucmr3/index.cfm UCMR 3 Proposal Highlights: • Sampling is anticipated during 2013-2015. The proposed monitoring in- cludes two viruses and 28 unregulated chemical contaminants. • Monitoring for two viruses would be the first Pre-Screen Testing (List 3) within UCMR. • All PWSs serving more than 10,000 people and a representative sample of 800 PWSs serving 10,000 or fewer people would be required to conduct Assessment Monitoring (List 1) for 28 chemicals during a 12-month period between January 2013 through December 2015. Additionally, 800 selected PWSs serving 1,000 or fewer people would be required to conduct Pre-Screen Testing (List 3) for two viruses during a 12-month period during January 2013 through December 2015. Public Comment Period for the Proposed UCMR 3 Public comments on UCMR 3 will be accepted for 60 days after the proposed rule publication in the Federal Register ( i.e., until May 2, 2011). You may submit your comments, identified by Docket ID No. |()W-2009-0090, by one of the following methods: http://www.regulations.gov (follow the on-line instructions for submitting comments) or E-mail: OW-Docket@epa.gov. I ! State Partnership Agreements As in the past for UCMR 1 and UCMR 2, states have the opportunity to assist EPA with certain aspects of implementation. A Partnership Agreement (PA) is used to document states' roles and is coordinated through their Regional EPA offices. State officials should be hearing from their Regions soon about the PA details. For those states that do not enter into PAs or do not take on particular responsibilities, EPA will work directly with the PWSs selected to participate in UCMR 3. ------- UCMR 3 Proposed Contaminant List PAGE 3 Assessment Monitoring, List 1 Contaminant CAS Registry # Minimum Reporting Level Hormones 17-p-estradiol 1 7-a-ethynylestradiol estriol equilin estrone testosterone 4-androstene-3 , 1 7-dione 50-28-2 57-63-6 50-27-1 474-86-2 53-16-7 58-22-0 63-05-8 0.0004 ng/L 0.0009 ng/L 0.0008 ng/L 0.004 ng/L 0.002 ng/L 0.0001 ng/L 0.0003 jjg/L Volatile Organic Compounds 1 ,2,3-trichloropropane 1,3 -butadiene chloromethane 1,1-dichloroethane n-propylbenzene bromomethane sec-butylbenzene chlorodifluoromethane bromochloromethane 96-18-4 106-99-0 74-87-3 75-34-3 103-65-1 74-83-9 135-98-8 75-45-6 74-97-5 0.03 jjg/L 0.1 ng/L 0.2 ng/L 0.03 jjg/L 0.03 ng/L 0.2 jjg/L 0.04 jjg/L 0.08 ng/L 0.06 ng/L Synthetic Organic Compounds 1,4-dioxane 123-91-1 0.07|ig/L Metals vanadium molybdenum cobalt strontium 7440-62-2 7439-98-7 7440-48-4 7440-24-6 0.2 jjg/L l.Ong/L l.Ong/L 0.3 ng/L Oxyhalide Anion chlorate 14866-68-3 20|ig/L Perfluorinated Compounds perfluorooctane sulfonic acid (PFOS) perfluorooctanoic acid (PFOA) perfluorononanoic acid (PFNA) perfluorohexane sulfonic acid (PFHxS) perfluoroheptanoic acid (PFHpA) Perfluorobutane sulfonic acid (PFBS) Pre-Screen Microbiological Testing , List 3 1763-23-1 335-67-1 375-95-1 355-46-4 375-85-9 375-73-5 0.04 |ig/L 0.02 |ig/L 0.02 |ig/L 0.03 |ig/L 0.01 ng/L 0.09 |ig/L Analytical Methods EPA 539 EPA 524.3 EPA 522 EPA 200.8 Rev 5.4, ASTM D5673-10, Standard Methods 3125(1997) EPA 300.1, ASTM D6581-08, Standard Methods 41 10D (1997) EPA 537 Rev 1.1 1 1 Virus Monitoring enteroviruses and noro viruses N/A N/A See proposed rule ------- PAGE 4 ISSUE 15 UCMR 2: National Contaminant Occurrence Database (NCOD) Current data and statistics for monitoring results from the second Unregulated Contaminant Monitoring Regulation are presented in the NCOD. Laboratories must register for the Laboratory Ap- proval Program and complete the method-specific application packages. Upon review, qualified laboratories will be eligible to participate in a proficiency testing (PT) program. Laboratories that successfully complete the PT program are granted method-specific approval to analyze samples for UCMR 3. Dan had been the implementation team leader for UCMR since its beginning in 1999, but recently was promoted to TSC's Deputy Director. Dan was an all-star on the UCMR team. Much of the implementation success for UCMR 1 and UCMR 2 can be attributed to Dan's hard work— either by his work or his leadership abilities. Anyone who has worked with Dan (just about everyone involved in UCMR) knows his outgoing personality and his penchant for analogies. What they may not know is the time and effort he dedicated to UCMR. Many late nights and weekends, we would find Dan tirelessly working away on UCMR. Dan's leadership and professionalism will be greatly missed on the team, but we look forward to working with him in his management role. ------- PAGE 5 Take a swing at this fun crossword with challenging clues about UCMR 3 terms.
