V® Brownfields 2003 Cleanup Grant Fact Sheet Southeast Chicago Development Commission, South Chicago, IL EPA Brownfields Program EPA's Brownfields Program empowers states. communities, and other stakeholders to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. A brownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. On January 11, 2002, President George W. Bush signed into law the Small Business Liability Relief and Brownfields Revitalization Act. Under the Brownfields Law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Additionally, funding support is provided to state and tribal response programs through a separate mechanism. Community Description The Southeast Chicago Development Commission was selected to receive a cleanup grant. The Commission has identified an urban site in an industrial area of Chicago 12 miles southeast of downtown. The South Chicago neighborhood is home to 42,400 residents, 93 percent of whom are minorities. Poverty in South Chicago has increased since 1990 to 26 percent of households, and unemployment is about 11 percent. Cleanup of the site is critical to the development of a new retail center, including a grocery store that is expected to create new permanent jobs and spur further interest in brownfields redevelopment. The South Chicago TIP Advisory Committee and community residents will be involved in decision-making throughout the project. Cleanup Grant $200,000 for hazardous substances EPA has selected the Southeast Chicago Development Commission for a cleanup grant. Grant funds will be used to conduct cleanup activities at the 92nd & Burley site in South Chicago. A gasoline filling station, dry cleaner, and furniture factory have occupied this now vacant site. Grant funds also will be used to involve the community in redevelopment planning and reuse decisions.
