Brownfields 2004 Revolving Loan Fund Grant Fact Sheet ***лл* Richmond Redevelopment Agency, CA EPA Brownfields Program EPA's Brownfields Program empowers states. communities, and other stakeholders to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. A brownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. On January 11, 2002, President George W. Bush signed into law the Small Business Liability Relief and Brownfields Revitalization Act. Under the Brownfields Law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Additionally, funding support is provided to state and tribal response programs through a separate mechanism. Community Description The Richmond Redevelopment Agency was selected to receive a brownfields revolving loan fund grant. Richmond's long history of heavy industry, including rail and ship transportation, shipbuilding for the U.S. Navy, and automobile manufacturing, has created numerous abandoned former industrial sites that are impacting its low-income, minority residents. Richmond's redevelopment areas include at least 675 acres of brownfields. The city has so many abandoned properties that a complete inventory has not been made. About 69 percent of Richmond's population of 99,216, are minorities, and about 16 percent live in poverty. The targeted community will benefit from this grant because area brownfields will be returned to productive use in a fashion that will clean up contamination, create greenspace, and generate tax increments, a portion of which will flow to a fund dedicated to supporting housing for low- and moderate-income residents. Revolving Loan Fund Grant $1,000,000 for hazardous substances EPA has selected the Richmond Redevelopment Agency for a brownfields revolving loan fund grant. The grant will be used to capitalize a revolving loan fund, from which the Richmond Redevelopment Agency will provide loans and subgrants to support cleanup activities for sites contaminated with hazardous substances. The first planned grant would clean up a 14-acre former tank farm and warehouse. Subsequent grants will be used to clean up other brownfields in the city. Richmond will use part of the funds for community involvement, and to establish a mechanism to track institutional controls used to prevent exposure to hazardous substances from brownfields within the city.
