EPA Brownfields Program

EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the Brownfields
Law, EPA provides financial assistance to eligible
applicants through four competitive grant programs:
assessment grants, revolving loan fund grants, cleanup
grants, and job training grants. Additionally, funding
support is provided to state and tribal response
programs through a separate mechanism.

Community Description

The City of Clinton was selected to receive a
brownfields assessment grant and two brownfields
cleanup grants. Located in eastern Iowa on the
Mississippi River, Clinton (population 27,772) was
founded as a river port in the early 1800s and came to
prominence as a major lumber-producing center.
Woodworking gave way to the transportation, trading,
and manufacturing industries. With the construction of
a railroad maintenance shop in Clinton, the Chicago
Northwestern Railroad became the city's largest
employer until it closed in 1995. Agricultural
businesses have since become the area's major
employer. The city is focusing its brownfields efforts on
the 220-acre Liberty Square Brownfields
Redevelopment Project Area. The area has contained
foundries, coal-fired power plants, and chemical
manufacturers. A greater percentage of lower income
and minority residents live in this area than in the rest
of the city. Assessments of brownfields will provide
information about contamination that is needed to
enable the city to make informed decisions on how
properties can fit into redevelopment plans. When the
former Benson Oil Company facility is cleaned up, the
city hopes to reuse it as part of a proposed pedestrian
trail and greenspace. When the former letter Hauling

                   Assessment Grant

                   $200,000 for hazardous substances

                   EPA has selected the City of Clinton for a
                   brownfields assessment grant. Hazardous substances
                   grant funds will be used to perform Phase I
                   environmental site assessments on 24 properties and
                   a Phase II area-wide assessment in the Liberty
                   Square Brownfields Redevelopment Project Area.
                   Grant funds also will be used to conduct health
                   monitoring and support community outreach
                   activities.
                   Cleanup Grants

                   $200,000 for hazardous substances
                   $200,000 for petroleum

                   EPA has selected the City of Clinton for two
                   brownfields cleanup grants. Hazardous substances
                   grant funds will be used to clean up the former letter
                   Hauling Service/Hawkeye Disposal properties at
                   1309-1403 Camanche Avenue and 1408-1500 South
                   6th Street. The properties were most recently used as
                   a solid waste transfer facility and have a long history
                   of commercial, industrial, and residential uses. Soil
                   and groundwater are contaminated with metals and
                   volatile organic compounds. Petroleum grant funds
                   will be used to clean up the 0.3-acre former Benson
                   Oil Company facility at 587 Liberty Avenue, which
                   is contaminated with petroleum-related volatile
                   organic compounds. The site was originally a bulk
                   oil storage facility and later used for storage and
                   recycling of wooden pallets. Grant funds also will be
                   used to conduct cleanup planning and community
                   involvement activities.
