Brownfields 2009 Cleanup Grant Fact Sheet Biomedical Research Foundation of Northwest Louisiana, Shreveport, LA EPA Brownfields Program EPA's Brownfields Program empowers states. communities, and other stakeholders to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. A brownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. In 2002, the Small Business Liability Relief and Brownfields Revitalization Act was passed to help states and communities around the country cleanup and revitalize brownfields sites. Under this law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Additionally, funding support is provided to state and tribal response programs through a separate mechanism. Community Description The Biomedical Research Foundation of Northwest Louisiana was selected to receive a brownfields cleanup grant. The Biomedical Research Foundation is in the midst of a 25-year Master Plan to create the 800-acre InterTech Science Park in the center of Shreveport (population 200,031). Virtually all of the 800 acres are in an aging, blighted manufacturing area with many dilapidated and vacant buildings. Shreveport has inventoried more than 300 brownfield sites, of which at least 21 are in the Science Park area. More than 56 percent of Shreveport residents are minorities, and more than 25 percent live below the poverty level. Cleanup of the target site will help prevent the migration of harmful substances to other areas and is expected to reduce the risk of health issues for community residents. Once cleaned up, the site also is expected to allow for additional expansion and construction that will help the Foundation complete the tech center component of the InterTech Science Park. Cleanup Grant $200,000 for hazardous substances EPA has selected the Biomedical Research Foundation of Northwest Louisiana for a brownfields cleanup grant. Hazardous substances grant funds will be used to clean up the Barret property, a2.4-acre parcel at 1431 Dalzell Street. The property is part of the former Shreveport Creosoting wood treatment facility, which operated from the early 1900s to about 1950. Assessments indicate the presence of metals and volatile and semi-volatile organic compounds in soil and groundwater. Grant funds will be used for cleanup planning and the removal, transport, and disposal of contaminated soil. Grant funds also will be used to support community outreach activities.
