EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. In
2002, the Small Business Liability Relief and
Brownfields Revitalization Act was passed to help
states and communities around the country cleanup and
revitalize brownfields sites. Under this law, EPA
provides financial assistance to eligible applicants
through four competitive grant programs: assessment
grants, revolving loan fund grants, cleanup grants, and
job training grants. Additionally, funding support is
provided to state and tribal response programs through
a separate mechanism.
Community Description
The City of Carson City was selected to receive two
brownfields assessment grants. Founded in 1858 to
support gold and silver mining operations, Carson City
(population 52,457) later centered on timber production.
The Virginia and Truckee Railroad, which shipped
timber from the Sierra Nevada, located its railroad
shops in the city. Mines, lumber mills, and railroads
have left hazardous substances contamination in the
older sections of the city. There also is petroleum
contamination along the two major interstate highways
that cross the city. Today, Carson City is becoming
increasingly more diverse, with a rapidly growing
Hispanic population. The city's per capita income is
lower than the state and national averages, and 18.4
percent of families with children under five live below
the poverty level. Brownfields have led to
disinvestment and blight. The city is focusing its
brownfields efforts on two target areas: the Downtown
Revitalization Area and South Carson Street
Redevelopment Area. Assessment of brownfields in
these areas is expected to expedite redevelopment and
facilitate brownfields reuse.
Assessment Grants
$200,000 for hazardous substances
$200,000 for petroleum
EPA has selected the City of Carson City for two
brownfields assessment grants. Community-wide
hazardous substances grant funds will be used to
conduct at least 16 Phase I and 5 Phase II
environmental site assessments in two target areas of
the city. Grant funds also will be used to conduct
cleanup planning and support community outreach
activities. Petroleum grant funds will be used to
conduct the same tasks at sites with potential
petroleum contamination.
