EPA Brownfields Program

EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. In
2002, the Small Business Liability Relief and
Brownfields Revitalization Act was passed to help
states and communities around the country cleanup and
revitalize brownfields sites. Under this law, EPA
provides financial assistance to eligible applicants
through four competitive grant programs: assessment
grants, revolving loan fund grants, cleanup grants, and
job training grants. Additionally, funding support is
provided to state and tribal response programs through
a separate mechanism.

Community Description

The City of Denton was selected to receive a
brownfields cleanup grant. Denton (population 115,506)
is in the Dallas-Fort Worth metropolitan area of
northern Texas. The Southeast Denton neighborhood
that encompasses the targeted Transit Park site at the
center of the city is characterized by low incomes and
property values. Seventy-seven percent of residents in
this neighborhood are minorities. The city is
redeveloping its downtown to encourage pedestrian and
bike activities while limiting automobile traffic. When
the Transit Park site is cleaned up, the city intends to
use it as a parking lot that incorporates storm water
treatment features, greenspace, and a trail head for the
city's hike and bike system.
                   Cleanup Grant

                   $63,000 for hazardous substances

                   EPA has selected the City of Denton for a
                   brownfields cleanup grant. Hazardous substances
                   grant funds will be used to clean up the two-acre
                   Transit Park site at 121 Exposition Street. Formerly
                   home to a light industrial facility, automotive repair
                   shop, and commercial  facilities from the mid-1960s,
                   the site is contaminated with solvents, metals, and
                   other hazardous substances related to these
                   industries. Grant funds also will be used to establish
                   necessary institutional controls.
