EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. In
2002, the Small Business Liability Relief and
Brownfields Revitalization Act was passed to help
states and communities around the country cleanup and
revitalize brownfields sites. Under this law, EPA
provides financial assistance to eligible applicants
through four competitive grant programs: assessment
grants, revolving loan fund grants, cleanup grants, and
job training grants. Additionally, funding support is
provided to state and tribal response programs through
a separate mechanism.
Community Description
The Town of Sanford was selected to receive a
brownfields cleanup grant. Sanford (population 20,806)
is located on the Mousam River in the southwestern
corner of Maine. Until the 1950s, the Goodall Mills
employed thousands of Sanford residents,
manufacturing and dying fine textiles that were sold
worldwide. Upon its closure, the 50-acre area was
reused by a variety of chemicals and plastics facilities,
which subsequently declined in the 1980s and 1990s.
These facilities, along with the environmental
contamination they created, remain abandoned in the
heart of downtown Sanford. The target site is a portion
of the former mill yard area. Cleanup of the site will
enable its reuse for parking, which is needed to support
redevelopment of the adjacent Sanford Mill area. This
is the first redevelopment project in the area and is
expected to catalyze future redevelopment in the
downtown area.
Cleanup Grant $200,000 for hazardous
substances
EPA has selected the Town of Sanford for a
brownfields cleanup grant. Hazardous substances
grant funds will be used to clean up the Aerofab site
at 0 Pioneer Avenue. The site was developed in the
late 1880s as part of the larger Sanford Mills
complex. Before its abandonment, the Aerofab site
was used for storing hazardous products. There are
volatile organic compounds in the groundwater, and
metals and other hazardous contaminants in the
surface and subsurface soils. Grant funds also will
be used to support community involvement activities
