EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. In
2002, the Small Business Liability Relief and
Brownfields Revitalization Act was passed to help
states and communities around the country cleanup and
revitalize brownfields sites. Under this law, EPA
provides financial assistance to eligible applicants
through four competitive grant programs: assessment
grants, revolving loan fund grants, cleanup grants, and
job training grants. Additionally, funding support is
provided to state and tribal response programs through
a separate mechanism.

Community Description

The City of Ogdensburg was selected to receive a
brownfields cleanup grant and a brownfields revolving
loan fund grant. Located on the St. Lawrence River at
the Canadian border, Ogdensburg (population 11,119)
is an international port city that was once a vibrant hub
of industrial and commercial activities. In the late 20th
century, the city lost its industrial base, leaving
deteriorated lands in the heart of the city. The
waterfront contains at least 13 brownfields totaling 70
acres. The city has been steadily losing residents during
the last two decades,  and the median household income
is significantly below the state average. Cleanup of the
waterfront area is critical to the health of the St.
Lawrence River watershed. When the Standard Shade
Roller site is cleaned up, the city plans to reuse it with
mixed-use development. Brownfield cleanups
conducted through the RLF grant are expected to
catalyze redevelopment that supports the Waterfront
Redevelopment Action Plan, which will include a
mixed-use complex with public parks, greenspace, and
public access to the St. Lawrence River. Cleanup and
redevelopment of brownfields are expected to create
jobs and increase tax revenues.
                   Cleanup Grant

                   $200,000 for hazardous substances

                   EPA has selected the City of Ogdensburg for a
                   brownfields cleanup grant. Hazardous substances
                   grant funds will be used to clean up the former
                   Standard Shade Roller site at 541 Covington Street.
                   The 7.8-acre site was formerly used for
                   manufacturing boats, matches, and shade rollers. It
                   is contaminated with metals and volatile and
                   semi-volatile organic compounds. Grant funds also
                   will be used to implement institutional controls,
                   perform groundwater monitoring, and conduct
                   community involvement activities. Revolving Loan
                   Fund Grant $1,000,000 for hazardous substances
                   EPA has selected the City of Ogdensburg for a
                   brownfields revolving loan fund grant. The grant
                   will be used to capitalize a revolving loan fund from
                   which the City of Ogdensburg will provide loans
                   and subgrants to support cleanup activities for sites
                   contaminated with hazardous substances. The city
                   expects to fund three loans and two subgrants. Grant
                   funds also will be used to conduct community
                   outreach activities.
