Brownfields 2010 Assessment Grant Fact Sheet Reec/ C/Yy Brown field Redevelopment Authority, Ml EPA Brownfields Program EPA's Brownfields Program empowers states. communities, and other stakeholders to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. A brownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. In 2002, the Small Business Liability Relief and Brownfields Revitalization Act was passed to help states and communities around the country cleanup and revitalize brownfields sites. Under this law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Additionally, funding support is provided to state and tribal response programs through a separate mechanism. Community Description The Reed City Brownfield Redevelopment Authority was selected to receive two brownfields assessment grants. Located in the west-central portion of Michigan's Lower Peninsula, Reed City (population 2,430) is a rural community that grew at the crossroads of two main railroad systems. The city"s economy initially revolved around the timber industry, followed by petroleum extraction and refining. The industry and commerce centers in the city deteriorated due to changing markets and technologies. Numerous businesses were forced to close. The resulting brownfields include former gas stations, motor vehicle repair facilities, and small manufacturing operations. To date, the city has identified 70 high-priority brownfields, and 86 likely brownfields. Both the unemployment and poverty rates in the city are nearly 18 percent, and the per capita income is significantly lower than the state and national averages. Brownfield assessments will help eliminate uncertainties about contamination, which in turn, is expected to facilitate site cleanup and redevelopment. Assessment Grants $192,000 for hazardous substances $192,000 for petroleum EPA has selected the Reed City Brownfield Redevelopment Authority for two brownfields assessment grants. Community-wide hazardous substances grant funds will be used to perform up to 12 Phase I and four Phase II environmental site assessments, conduct two baseline environmental assessments, and develop three cleanup plans. Grant funds also will be used to conduct community outreach activities. Petroleum grant funds will be used to conduct the same tasks at sites with potential petroleum contamination.
