EPA Brownfields Program

EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. In
2002, the Small Business Liability Relief and
Brownfields Revitalization Act was passed to help
states and communities around the country cleanup and
revitalize brownfields sites. Under this law, EPA
provides financial assistance to eligible applicants
through four competitive grant programs: assessment
grants, revolving loan fund grants, cleanup grants, and
job training grants. Additionally, funding support is
provided to state and tribal response programs through
a separate mechanism.

Community Description

The Dalton Redevelopment Authority was selected to
receive a brownfields cleanup grant. The Town of
Dalton (population 6,911) is in the Berkshire Mountains
of western Massachusetts. For its first 150 years, Dalton
served as a hub of industrial activity. The closure of
paper mills and gasoline service stations has left behind
potential environmental contamination. During the
1950s, Dalton began a transformation from a rural
industrial community to a suburb of the nearby City of
Pittsfield. It experienced a population boom that led to
an increase in gasoline stations and the formation of
?Gasoline Alley,? where the site to be cleaned up is
located.  The site is located 75 feet from Anthony
Brook, which flows into the Housatonic River. Dalton's
unemployment rate has tripled since 2001, and the
value of property has decreased. The town plans to
ready the site for reuse by a small business, which is
expected to create new jobs and help diversify the
town's economic base.
                   Cleanup Grant

                   $200,000 for petroleum

                   EPA has selected the Dalton Redevelopment
                   Authority for a brownfields cleanup grant.
                   Petroleum grant funds will be used to clean up the
                   339 North Street site. The site has been used as an
                   automobile inspection garage and repair facility, and
                   the subsurface is contaminated with petroleum.
                   Grant funds also will be used to conduct community
                   outreach activities.
