EPA Brownfields Program

EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. In
2002, the Small Business Liability Relief and
Brownfields Revitalization Act was passed to help
states and communities around the country cleanup and
revitalize brownfields sites. Under this law, EPA
provides financial assistance to eligible applicants
through four competitive grant programs: assessment
grants, revolving loan fund grants, cleanup grants, and
job training grants. Additionally, funding support is
provided to state and tribal response programs through
a separate mechanism.

Community Description

The City of Augusta was selected to receive two
brownfields cleanup grants. Located in  south-central
Maine, Augusta (population 18,444) is the state capital
and the Kennebec County seat. It provides the majority
of governmental and social services for central Maine.
There are at least 35 potential brownfields in the city,
particularly along the Kennebec River, where industrial
activity thrived. Augusta's median household income is
below the national average, and 13 percent of the
population left the city between 1990 and 2000. When
Parcel 1 of the American Tissue Mill site is cleaned  up,
the city plans to redevelop it with a hotel and
conference center, office space, and retail shops, which
could potentially create 610 jobs. When Parcel 2 of the
site is cleaned up, the city plans to redevelop it with
approximately 40 housing units.
                   Cleanup Grants

                   $288,000 for hazardous substances
                   $112,000 for petroleum

                   EPA has selected the City of Augusta for two
                   brownfields cleanup grants. Hazardous substances
                   and petroleum grant funds will be used to clean up
                   the 18-acre American Tissue Mill site - Parcel 1 at
                   54 Maple Street. A paper mill  operated on the site
                   from the late 1880s until the late 1990s. Parcel 1 is
                   contaminated with petroleum and polyaromatic
                   hydrocarbons. Hazardous substances grant funds will
                   be used to clean up the American Tissue Mill site -
                   Parcel 2 also located at 54 Maple Street.  Parcel 2 is
                   contaminated with PCBs and polyaromatic
                   hydrocarbons. Grant funds also will be used to
                   conduct redevelopment planning and support
                   community outreach activities.
