EPA Brownfields Program

EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. In
2002, the Small Business Liability Relief and
Brownfields Revitalization Act was passed to help
states and communities around the country cleanup and
revitalize brownfields sites. Under this law, EPA
provides financial assistance to eligible applicants
through four competitive grant programs: assessment
grants, revolving loan fund grants, cleanup grants, and
job training grants. Additionally, funding support is
provided to state and tribal response programs through
a separate mechanism.

Community Description

The Capital Regional Development Council was
selected to receive a brownfields revolving loan fund
grant. Southern New Hampshire (population 332,071)
has a historic connection to the textile mill  and tannery
industries. These industries took advantage of the hydro
power available in the region, and many factories were
located along the Merrimack and Winnipesaukee
Rivers. Declines in the industrial base have left a legacy
of brownfield sites. The target communities of
Concord, Franklin, and Manchester (combined
population 160,660) contain over 1,400 contaminated
sites  that cover more than 700 acres. This contamination
and lack of investment have led to blighted conditions
and decreased property values in the region. With
poverty rates as high as 19 percent, these three
communities are among the most disadvantaged in the
region. Brownfield cleanups conducted through the
RLF  grant are expected to reduce contamination and
leverage redevelopment projects that can improve the
tax base and create jobs.

                  EPA has selected the Capital Regional Development
                  Council for a brownfields revolving loan fund grant.
                  Grant funds will be used to capitalize a revolving
                  loan fund from which the Capital Regional
                  Development Council will provide loans and
                  subgrants to support cleanup activities for sites
                  contaminated with hazardous substances. Grant
                  funds also will be used to support community
                  outreach activities.
