EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. In
2002, the Small Business Liability Relief and
Brownfields Revitalization Act was passed to help
states and communities around the country cleanup and
revitalize brownfields sites. Under this law, EPA
provides financial assistance to eligible applicants
through four competitive grant programs: assessment
grants, revolving loan fund grants, cleanup grants, and
job training grants. Additionally, funding support is
provided to state and tribal response programs through
a separate mechanism.

Community Description

The Charter Township of Northville was selected to
receive a brownfields cleanup grant. Northville
(population 28,336) is located in Wayne County in
southeast Michigan. Since the targeted hospital
property has closed, the economic impact to the
township has been significant. The property currently
generates no tax revenue or job opportunities, and the
buildings present a health and safety threat to the
community. Financial resources available to the
township are limited. When the site is cleaned up,
Northville plans to redevelop the property into a nature
preserve with a section allocated for commercial
businesses.  The township anticipates that cleanup of the
site will reduce the potential for public exposure to
contaminants. Cleanup of the property also is expected
to remove blight, expand the tax base, and increase
local investment in the area surrounding the site.
                   Cleanup Grant

                   $200,000 for hazardous substances

                   EPA has selected the Charter Township of
                   Northville for a brownfields cleanup grant.
                   Hazardous substances grant funds will be used to
                   clean up the 181-acre former Regional Northville
                   Psychiatric Hospital at 41011 Seven Mile Road. The
                   target site operated as a psychiatric hospital from the
                   late 1940s until 2003, when it closed. The buildings
                   and soil are contaminated with inorganic materials
                   and heavy metals.
