EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. In
2002, the Small Business Liability Relief and
Brownfields Revitalization Act was passed to help
states and communities around the country cleanup and
revitalize brownfields sites. Under this law, EPA
provides financial assistance to eligible applicants
through four competitive grant programs: assessment
grants, revolving loan fund grants, cleanup grants, and
job training grants. Additionally, funding support is
provided to state and tribal response programs through
a separate mechanism.
Community Description
The City of Kalispell was selected to receive a
brownfields revolving loan fund grant. Located in
northwestern Montana, Kalispell (population 19,524)
will focus on its 369-acre Core Revitalization Area.
This area generally follows the historic railroad tracks
that once carried the Galloping Goose train, which
brought goods to markets across the state. Many of the
properties that once housed prospering businesses now
stand vacant or underused. Residential uses are
co-mingled with commercial and industrial uses, often
with no buffers. There are 29 leaking underground
storage tank facilities and an estimated 57 other
brownfields in the area. The city's unemployment rate
of 10.7 percent is significantly higher than the state
rate. A revitalization plan developed in 2005 calls for
removing the railroad tracks and creating a park and
trail system. Cleanups conducted through the RLF grant
are expected to facilitate the revitalization plan, which
includes redevelopment of affordable housing and retail
and light commercial businesses. Redevelopment is
expected to provide jobs and increase tax revenues.
Revolving Loan Fund Grant

$300,000 for petroleum
EPA has selected the City of Kalispell for a
brownfields revolving loan fund grant. The grant
will be used to capitalize a revolving loan fund from
which the City of Kalispell will provide loans and
subgrants to support cleanup activities for sites
contaminated with hazardous substances and
petroleum. Grant funds also will be used to market
the RLF, conduct cleanup planning and oversight,
and support community involvement activities. The
city anticipates funding three to five subgrants or
loans.
