Youth Advisory Board
In September of 1971) EPA established a nine-member Youth Advisory
Board in each of its 10 Regions as an outgrowth of a youth advisory group
called the Student Council on Pollution and the Environment (SCOPE) founded
in December of 19&9 by the Department of the Interior.
The youth program is designed to provide a means for EPA to obtain
advice on those problems and programs which are of particular interest to
young environmentalists.
A national YAB consisting of one representative of each Regional YAB
has been developed to advise the Administrator of EPA in Washington.
The Director of Public Affairs serves as program advisor to the Region
V Youth Advisory Board which meets on a monthly basis with the Regional
Administrator in order to create the basis for national quarterly meetings.
The Agency allocates budget sufficient for salaries, benefits, travel,
administrative overhead, and the cost of meetings for support of the YAB.
Since university students comprise less than half of the population
in the age group wanted for the YAB, the Agency makes an effort not to restrict
membership to college and university students, and to extend membership to
high school students and to young persons not participating in a formal educa-
tion program.
Final selection of Regional YAB members is made by the Regional Admin-
istrators from nominations submitted by the incumbent YAB. Board openings
are advertised and interested young people are invited to submit resumes to
the Board.
