Brownfields 2003 Revolving Loan Fund Grant Fact Sheet Colorado Department of Public Health and Environment, Denver, Lakewood, Englewood, CO EPA Brownfields Program EPA's Brownfields Program empowers states. communities, and other stakeholders to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. A brownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. On January 11, 2002, President George W. Bush signed into law the Small Business Liability Relief and Brownfields Revitalization Act. Under the Brownfields Law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Additionally, funding support is provided to state and tribal response programs through a separate mechanism. Community Description The Colorado Department of Public Health and Environment was selected to receive a revolving loan fund grant. The City of Denver, a federally designated Enterprise Community and a Brownfields Showcase Community, has identified a number of distressed neighborhoods around historically commercial and industrial properties with suspected or confirmed environmental contamination. Englewood, a city with no undeveloped land, is targeting properties along major industrial corridors with legacies of obsolete heavy manufacturing. Lakewood is focusing on petroleum-contaminated sites in three neighborhoods that contain a variety of commercial/industrial operations, including junkyards, vehicle storage yards, and dry cleaning facilities. Most residents in the target neighborhoods are low-income and minorities. Cleanup and revitalization of the target sites is expected to generate millions of dollars in annual economic activity; create new businesses, jobs, and housing; and restore greenspace in depressed areas in the region. Revolving Loan Fund Grant $750,000 for petroleum EPA has selected the Colorado Department of Public Health and Environment for a brownfields revolving loan fund grant. The grant will be used to further capitalize a revolving loan fund from which the Colorado Department of Public Health and Environment will provide loans and subgrants to conduct cleanup activities. The grant will be used to supplement the Coalition's existing loan fund to support cleanup activities at petroleum sites with imminent cleanup funding needs in the City and County of Denver and the Cities of Englewood and Lakewood.
