EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. In
2002, the Small Business Liability Relief and
Brownfields Revitalization Act was passed to help
states and communities around the country cleanup and
revitalize brownfields sites. Under this law, EPA
provides financial assistance to eligible applicants
through four competitive grant programs: assessment
grants, revolving loan fund grants, cleanup grants, and
job training grants. Additionally, funding support is
provided to state and tribal response programs through
a separate mechanism.
Community Description
The Enterprise Zone Education and Training Center
Corporation was selected to receive a brownfields
cleanup grant. The target site is in Evansville's
state-designated Enterprise Zone (population 8,132), a
3.7-square-mile section of the city comprised primarily
of older industrial and inner-city residential areas.
Many of the major employers have left the area, leaving
workers without jobs and more than 2.5 million square
feet of abandoned business space. Within the zone,
there are 300 parcels of brownfields encompassing 200
acres. Contamination from these brownfields may be
contaminating wells that provide drinking water to
some homes in the area. About 15 percent of residents
in the target area live below the poverty level, and the
average per capita income is significantly lower than
the county average. When the target site is cleaned up,
the Corporation plans to redevelop it as a for-profit
recycling facility. Cleanup of the target site is expected
to reduce the threat of exposure to chlorinated solvents
and create jobs.
Cleanup Grant
$200,000 for hazardous substances
EPA has selected the Enterprise Zone Education and
Training Center Corporation for a brownfields
cleanup grant. Hazardous substances grant funds will
be used to clean up the Tri-State Resource Recovery
Center site at 1511 Harriett Street in Evansville. The
site is a nonprofit recycling facility that sorts and
resells recyclable and industrial materials from
surrounding counties. The property formerly housed
the International Steel Company and Sterling Boiler.
Soil and groundwater are contaminated with
chlorinated solvents and metals from the former uses.
