   PROJECT BACKGROUND:
   The City of Chanute, Kansas owned the 0.42-acre property, but was unable to develop it because of concerns
   about potential contamination. Over the years, the site housed a gas station, a lumber yard, a radiator shop, a
   taxi stand, a used car lot, and most recently a parking lot. Private developers refused to accept the property,
   leaving the City with the blighted parking lot in their historic downtown area.

   KEY ACCOMPLISHMENTS:
   •   Sampling found  relatively little soil and groundwater contamination, which was addressed through
       institutional controls
   •   Redeveloped the vacant site into a new, four-plex movie theater
   •   20 jobs and more than $2,175,000 in redevelopment funding leveraged

   OUTCOME:
   EPA provided two grants to the Kansas Department of Health and Environment (KDHE) to assist with the
   assessment and cleanup activities at the site. During the Phase I assessment phase, KDHE identified both on-
   site and off-site sources of potential contamination. The Phase II testing involved soil and groundwater testing.
   Results were encouraging - while the soil and groundwater had petroleum contamination above state levels
   for residential reuse, the levels were below the threshold for non-residential  uses. In October 2006, the City
   placed institutional controls on the property that prohibited future residential use and limited groundwater use,
   clearing the way for redevelopment. A few short months later,  in  March 2007, the new Roxy movie theater
   opened.
