EPA Brownfields Program

EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability  Relief and
Brownfields Revitalization Act. Under the Brownfields
Law, EPA provides financial assistance to eligible
applicants through four competitive grant programs:
assessment grants, revolving loan fund grants, cleanup
grants, and job training grants. Additionally, funding
support is provided to state and tribal response
programs through a separate mechanism.

Community Description

Kansas City was selected to receive an assessment
grant. The city has identified four target areas for
assessments-the Prospect Corridor, Centropolis Loop,
New Village at Tech Center, and Columbus Park.
Prospect Corridor is a large, historically disadvantaged
commercial and residential area where assessments will
facilitate residential and mixed-use redevelopment.
Centropolis loop is a 25-acre riverside area containing
salvage yards that is slated for industrial and
recreational reuse. The New Village at Tech Center and
Columbus Park areas are older industrial areas with
low-income residential communities.  Sites in these
areas will be redeveloped for a new residential and
high-technology village, and a multi-family residential
and mixed-use urban village. All of these sites are
within the city's Priority Development Zone.
                   Assessment Grant

                   $200,000 for hazardous substances
                   $200,000 for petroleum

                   EPA has selected Kansas City for a brownfields
                   assessment grant. The city will use the grant funds to
                   conduct Phase I and Phase II assessments at sites
                   contaminated by hazardous substances and
                   petroleum within four areas-the Prospect Corridor,
                   Centropolis Loop, New Village at Tech Center, and
                   Columbus Park. Grant funds also will be used to
                   conduct community outreach and health monitoring.
