^ Brownfields 2004 Cleanup Grant Fact Sheet St. Paul Port Authority, MN EPA Brownfields Program EPA's Brownfields Program empowers states. communities, and other stakeholders to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. A brownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. On January 11, 2002, President George W. Bush signed into law the Small Business Liability Relief and Brownfields Revitalization Act. Under the Brownfields Law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Additionally, funding support is provided to state and tribal response programs through a separate mechanism. Community Description The St. Paul Port Authority was selected to receive two brownfields cleanup grants. The city has 287,151 residents. The Twin Cities Metropolitan Area has the largest Hmong population of any urban center in the country, with 58.3 percent of the state's Hmong population living in St. Paul. Both brownfields sites are in ethnically diverse neighborhoods. The West Side neighborhood has a population that is 51 percent people of color. The Dale Street Shops East property is in one of the most impoverished areas in St. Paul, and has a population that is up to 76 percent minorities. It is located in St. Paul's federally designated Enterprise Community. The St. Paul Port Authority is a Brownfields Showcase Community. Cleanup Grant $200,000 for hazardous substances $200,000 for petroleum EPA has selected the St. Paul Port Authority for two brownfields cleanup grants. Hazardous substances grant funds will be used to clean up a former dumpsite at Lafayette Frontage Road and Eaton Street in the West Side of the city. Petroleum grant funds will be used to clean up petroleum contamination on the former Dale Street Shops East property. The West Side property, which has been vacant for 30 years, will be developed as the location of a new Hmong funeral home. The Dale Street Shops East property, which has been used to repair and store locomotives and rail cars for more than 100 years, will become part of the Great Northern Business Center, Phase II.
