EPA Brownfields Program

EPA's Brownfields Program empowers states,
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
February 17, 2009, President Barack Obama signed
into law the American Recovery and Reinvestment Act.
The Recovery Act is an unprecedented effort to
jumpstart our economy, and create or save millions of
jobs. This law provided stimulus funds to the
Brownfields Program to award grants to evaluate and
clean up former industrial and commercial sites. Under
this law, EPA will provide financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants.

Community Description

The City of Bristol was selected to receive two
brownfields cleanup grants. Bristol (population  60,958),
located in central Connecticut, once had a thriving
manufacturing industry, but had lost all of its
significant manufacturing businesses by 1995. This
history has left behind a legacy of vacant, underutilized,
and contaminated properties throughout the city. Many
of these  sites, including the former H.J. Mills property,
are at the gateways to the city's downtown business
district. The neighborhood where the property is
located has a lower per capita income, higher poverty
level, and higher unemployment rate than the state and
the nation as a whole. Cleanup of the target site will
reduce potential health hazards to the community, and
is expected to allow the city to redevelop the site into a
parking lot that will serve local businesses and the
community.

                                      EPA has selected the City of Bristol for two
                                      brownfields cleanup grants. Grant funds will be used
                                      to clean up three parcels at the former H.J. Mills
                                      property at 149-151 Church Street. The property
                                      operated as a paper and cardboard box
                                      manufacturing facility from 1895 through 1985, and
                                      was vacant until destroyed by fire in 1998. The site
                                      is contaminated with hazardous substances
                                      co-mingled with petroleum.
