EPA Brownfields Program

EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
February 17, 2009, President Barack Obama signed
into law the American Recovery and Reinvestment Act.
The Recovery Act is an unprecedented effort to
jumpstart our economy, and create or save millions of
jobs. This law provided stimulus funds to the
Brownfields Program to award grants to train
unemployed or underemployed individuals to evaluate
and clean up former industrial and commercial sites.
Under this law, EPA will provide financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants.

Community Description

The City of Miami was selected to receive a job
training grant. The target areas are the neighborhoods of
Allapattah, Wynwood, Liberty/Model City,  and Little
Haiti (combined population 107,362). These
neighborhoods represent nearly 30 percent of Miami's
population, and 87.1 percent of residents are minorities.
The target areas are among the city's poorest
neighborhoods, and are within a federally designated
Empowerment Zone. Only half of the area's residents
are in the labor force, and the median household income
is $17,033, nearly half the county average. The target
neighborhoods contain 181 brownfield sites,
representing 40 percent of all brownfields in the city. A
labor market assessment conducted by the city indicated
a high demand for skilled environmental technicians.
The training curriculum for this grant was specifically
tailored to meet the needs of the employers participating
in the assessment.

                                                  EPA has selected the City of Miami for a job
                                                  training grant. Miami plans to train 120 participants,
                                                  graduate 102 students, place at least 76 graduates in
                                                  environmental technician jobs, and track graduates
                                                  for one year. The training program will consist of
                                                  224 training hours in OSHA construction health and
                                                  safety, HAZWOPER, soil and groundwater
                                                  sampling, asbestos abatement, and computer-aided
                                                  design. Certifications also will be offered for six
                                                  courses in environmental sampling and site cleanup
                                                  methods. The primary trainers will be Risk Control
                                                  Consultants, ATC Associates, and the University of
                                                  Florida Center for Training, Research, and
                                                  Education for Environmental Occupations.
                                                  Numerous environmental firms, including ATC
                                                  Associates,  Metcalf & Eddy, and Cherokee
                                                  Enterprises, have committed to  hire program
                                                  graduates and provide internships. The Florida
                                                  Brownfields Association and Goldstein Brownfields
                                                  Foundation will provide mentoring to students.
