EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. In
2002, the Small Business Liability Relief and
Brownfields Revitalization Act was passed to help
states and communities around the country cleanup and
revitalize brownfields sites. Under this law, EPA
provides financial assistance to eligible applicants
through four competitive grant programs: assessment
grants, revolving loan fund grants, cleanup grants, and
job training grants. Additionally, funding support is
provided to state and tribal response programs through
a separate mechanism.
Community Description
The City of Casselberry was selected to receive two
brownfields assessment grants. Located in southern
Seminole County in east-central Florida, Casselberry
(population 23,526) once had an economy centered on
the fernery industry, which grew ferns for floral
arrangements throughout the country. The area"s
ferneries were some of the world"s largest producers
until they were declared non-essential at the beginning
of World War II. The ferneries were replaced by
government-contracted manufacturing facilities for
bandoliers, bomb parachutes, and hospital tent liners.
Historic ferneries and manufacturing plants have closed
and left their mark on the city"s landscape. The median
household and per capita incomes are significantly
lower than the county averages, and about 22 percent of
city residents are Hispanic or Latino. The declines in
the construction industry and real estate market have
resulted in high foreclosure rates and declining home
values. Brownfield assessments will allow the city to
identify and prioritize sites with redevelopment
potential and help facilitate site cleanups.
Assessment Grants
$200,000 for hazardous substances
$200,000 for petroleum
EPA has selected the City of Casselberry for two
brownfields assessment grants. Community-wide
hazardous substances grant funds will be used to
inventory brownfield sites, conduct 15 Phase I and
three Phase II environmental site assessments, and
develop two cleanup plans. Grant funds also will be
used to conduct community outreach and public
health monitoring activities. Petroleum grant funds
will be used to conduct the same tasks at sites with
potential petroleum contamination.
