EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. In
2002, the Small Business Liability Relief and
Brownfields Revitalization Act was passed to help
states and communities around the country cleanup and
revitalize brownfields sites. Under this law, EPA
provides financial assistance to eligible applicants
through four competitive grant programs: assessment
grants, revolving loan fund grants, cleanup grants, and
job training grants. Additionally, funding support is
provided to state and tribal response programs through
a separate mechanism.
Community Description
The City of Charlotte was selected to receive two
brownfields assessment grants. Located in southwestern
North Carolina, Charlotte (population 687,456) has
been one of the fastest growing cities in the south. In its
effort to expand redevelopment to areas outside of the
center city, Charlotte is targeting the Business Corridor
Revitalization Area (BCRA) for assessments. The
BCRA is home to more than 400 potential brownfield
sites, including 100-acre rail yards, 45 dry cleaning
operations, 163 leaking petroleum underground storage
tank sites, and dozens of other industrial properties. The
area also contains 200 miles of creeks and streams and
1,400 acres of parks and greenspace. Runoff from
potentially contaminated sites flows into the creeks,
which flow through five parks used primarily by
minority and low-income residents. Brownfield
assessments are a key step toward realizing the city"s
goal to create a safe and prosperous environment for
BCRA residents, and are expected to spur site cleanup
and redevelopment.
Assessment Grants
$200,000 for hazardous substances
$200,000 for petroleum
EPA has selected the City of Charlotte for two
brownfields assessment grants. Community-wide
hazardous substances and petroleum grant funds will
be used to conduct 14 Phase I and 12 Phase II
environmental site assessments. Grant funds also
will be used for cleanup planning and community
outreach activities.
