Brownfields 2010 Assessment Grant Fact Sheet Arlington, TX EPA Brownfields Program EPA's Brownfields Program empowers states. communities, and other stakeholders to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. A brownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. In 2002, the Small Business Liability Relief and Brownfields Revitalization Act was passed to help states and communities around the country cleanup and revitalize brownfields sites. Under this law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Additionally, funding support is provided to state and tribal response programs through a separate mechanism. Community Description The City of Arlington was selected to receive two brownfields assessment grants. Located between Dallas and Fort Worth, Arlington (population 355,641) was historically home to large-scale industrial and manufacturing operations, especially in the target areas of Central and South Arlington and the Great Southwest Industrial District. During the past 30 years, development has shifted away from these areas to other parts of the city, leaving behind many underused properties. Based on an initial inventory, the city has about 1,020 potential brownfield sites that occupy more than 3,000 acres. As local businesses declined, they left behind economically disadvantaged neighborhoods, where it is difficult to attract redevelopment and investment. The median household income in the city is lower than the state average, and about 38 percent of the city"s residents are minorities. Brownfield assessments will help the city identify environmental concerns, and are expected to encourage redevelopment. Assessment Grants $200,000 for hazardous substances $200,000 for petroleum EPA has selected the City of Arlington for two brownfields assessment grants. Community-wide hazardous substances grant funds will be used to conduct 15 Phase I and five Phase II environmental site assessments. Grant funds also will be used to conduct cleanup planning and community outreach activities. Petroleum grant funds will be used to perform the same tasks at sites with potential petroleum contamination.
