EPA Brownfields Program

EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. In
2002, the Small Business Liability Relief and
Brownfields Revitalization Act was passed to help
states and communities around the country cleanup and
revitalize brownfields sites. Under this law, EPA
provides financial assistance to eligible applicants
through four competitive grant programs: assessment
grants, revolving loan fund grants, cleanup grants, and
job training grants. Additionally, funding support is
provided to state and tribal response programs through
a separate mechanism.

Community Description

The Kansas City Community Center (KCCC) was
selected to receive a brownfields cleanup grant. The
KCCC was founded in 1982 with a mission to provide
residential and outpatient substance abuse treatment
services. The targeted KCCC site building was
constructed around the turn of the 20th century and used
by the Kansas City School District as a school and later
as an administrative building. The site is located in one
of the central urban corridors of Kansas City
(population 1,774,308) in a community with a long
history of economic needs. This community, Kaw
Township, has an unemployment rate that is nearly
double the state rate. About half of Kaw Township
residents are minorities. The target site is currently the
only privately owned and operated residential halfway
house for returning citizens in the greater Kansas City
area. Site cleanup will reduce risks to human health
from contamination,  and allow the KCCC to continue to
provide  services.
                   Cleanup Grant

                   $200,000 for petroleum

                   EPA has selected the Kansas City Community
                   Center for a brownfields cleanup grant. Petroleum
                   grant funds will be used to clean up the Kansas City
                   Community Center site at 1514 Campbell Street.
                   Soil and groundwater are contaminated with
                   petroleum hydrocarbons resulting from historical
                   releases of fuel oil from an underground storage
                   tank. Grant funds also will be used to conduct
                   community outreach activities.
