EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. In
2002, the Small Business Liability Relief and
Brownfields Revitalization Act was passed to help
states and communities around the country cleanup and
revitalize brownfields sites. Under this law, EPA
provides financial assistance to eligible applicants
through four competitive grant programs: assessment
grants, revolving loan fund grants, cleanup grants, and
job training grants. Additionally, funding support is
provided to state and tribal response programs through
a separate mechanism.
Community Description
The City of Brea was selected to receive a brownfields
assessment grant. Brea (population 40,176) is located in
Orange County, where the current economic slowdown
has resulted in deep budget cuts. The targeted Brea
"Rails to Trails" project site is a non-operational
railroad right-of-way. The site was used for more than
100 years as a rail line and covers 13 acres in a
commercial, industrial, and residential area. Sensitive
populations expected to use the trail corridor include
school-aged children and senior citizens. Assessment of
the target site will allow the city to determine the extent
of contamination at the site. Eventual site cleanup and
reuse as a recreational trail are expected to expand the
city's park system and connect a wide range of
community amenities.
Assessment Grant
$141,085 for hazardous substances
EPA has selected the City of Brea for a brownfields
assessment grant. Site-specific hazardous substances
grant funds will be used to perform a Phase II
environmental site assessment of the Brea "Rails to
Trails" project site - Union Pacific Railroad portion
located between State College and Brea Boulevards.
Grant funds also will be used to support community
outreach activities.
