EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. In
2002, the Small Business Liability Relief and
Brownfields Revitalization Act was passed to help
states and communities around the country cleanup and
revitalize brownfields sites. Under this law, EPA
provides financial assistance to eligible applicants
through four competitive grant programs: assessment
grants, revolving loan fund grants, cleanup grants, and
job training grants. Additionally, funding support is
provided to state and tribal response programs through
a separate mechanism.
Community Description
JFYNetWorks was selected to receive a job training
grant. JFYNetWorks is a community-based education
and training organization based in Boston. This grant
will target unemployed and underemployed residents of
the Cities of Boston and Chelsea (combined population
644,103). Boston, which is a federally designated
Empowerment Zone, and Chelsea both face challenges
of disinvestment, environmental contamination, and
urban blight. The poverty rate is 17 percent in Boston,
where 43 percent of residents are minorities. The
poverty rate is 23.3 percent in Chelsea, where 48
percent of residents are minorities. The Massachusetts
Department of Environmental Protection estimates that
there are more than 800 brownfields in the working
class neighborhoods of Boston, and at least 90 in
Chelsea. According to the state, general waste
management and cleanup services is one of the region's
fastest-growing industries, with 22 percent growth
projected through 2016. JFYNetWorks' advisory board,
which includes potential employers, has affirmed that
the program's certifications are the most marketable for
their hiring needs.
Job Training Grant
$200,000
EPA has selected JFYNetWorks for a job training
grant. JFYNetWorks plans to train 36 students, place
at least 29 graduates in environmental jobs, and
track graduates for a minimum of one year. The
training program will consist of four 14-week,
265-hour training cycles that will be supplemented
by an additional 116 hours of life skills training
provided in-kind by partners. Trainees will receive
certifications in 40-hour FfAZWOPER, confined
space entry, lead safe renovator, asbestos abatement
worker, mold remediation, and construction safety.
Primary trainers will be JFYNetWorks staff. With
the help of several community partners, students will
be recruited from among unemployed and
underemployed residents of brownfields-impacted
communities in Boston and Chelsea. To place
graduates in environmental jobs, JFYNetWorks will
work with its advisory board, which includes
employers who have agreed to hire graduates, and a
variety of other employers who have ongoing
relationships with the organization. Both Boston and
Chelsea have local hiring incentives in place.
