^ Brownfields 2011 Cleanup Grant Fact Sheet Saint Paul, MN EPA Brownfields Program EPA's Brownfields Program empowers states. communities, and other stakeholders to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. A brownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. In 2002, the Small Business Liability Relief and Brownfields Revitalization Act was passed to help states and communities around the country cleanup and revitalize brownfields sites. Under this law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Additionally, funding support is provided to state and tribal response programs through a separate mechanism. Community Description The City of Saint Paul was selected to receive a brownfields cleanup grant. Saint Paul (population 281,244) has more than 1,000 brownfields, centered along transportation corridors where large, industrial job centers were located. Job losses due to the closing and downsizing of major manufacturing facilities in various sectors have altered the economic and cultural landscape of the target area, where about 20 percent of residents live below the poverty level and the unemployment rate exceeds the citywide average. About 50 percent of residents are minorities. Cleanup of the Trillium South site is expected to address health risks associated with exposure to petroleum compounds. Once cleaned up, the target site will be incorporated into the Trillium Nature Sanctuary, which is expected to provide recreation and environmental education opportunities and provide greenspace in a part of the city that has lacked open space. Cleanup Grant $200,000 for petroleum EPA has selected the City of Saint Paul for a brownfields cleanup grant. Petroleum grant funds will be used to clean up the Trillium South site, located 800 feet west of Interstate 35E. The site is currently a vacant lot and was formerly a rail yard where petroleum, rail tracks, and other rail structures were stored. Soils at the site are contaminated with petroleum compounds.
