EPA Brownfields Program

EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. In
2002, the Small Business Liability Relief and
Brownfields Revitalization Act was passed to help
states and communities around the country cleanup and
revitalize brownfields sites. Under this law, EPA
provides financial assistance to eligible applicants
through four competitive grant programs: assessment
grants, revolving loan fund grants, cleanup grants, and
job training grants. Additionally, funding support is
provided to state and tribal response programs through
a separate mechanism.

Community Description

The Northern Rocky Mountain Resource Conservation
& Development Area, Inc., was selected to receive a
brownfields assessment coalition grant. The Resource
Conservation & Development Area's coalition partners
are the Snowy Mountain Development Corporation and
the Montana Business Assistance Connection. The
coalition will focus assessment efforts in the 10
counties the partners represent (combined population
133,819). The coalition region encompasses some of
the most disadvantaged counties in the nation. Seven of
the 10 counties have fewer than 5,000 residents, and
the population of half the counties decreased between
2000 and 2009. Seven of the counties have poverty
levels exceeding the national average. The state has
identified 549 leaking underground storage tank sites
and more than 1,200 abandoned mine sites in the area.
Brownfields include wood-treating facilities, refineries,
abandoned landfills, and methamphetamine labs.
Assessment of brownfields will help determine the
environmental and health hazards at sites and the
appropriate cleanup actions needed. Assessments also
are expected to facilitate the coalition's goal to establish
a long-term program for the redevelopment and
sustainable reuse of brownfields.

                   EPA has selected the Northern Rocky Mountain
                   Resource Conservation & Development Area, Inc.,
                   for a brownfields assessment coalition grant.
                   Community-wide hazardous substances grant funds
                   will be used to perform 18 Phase I and eight Phase II
                   environmental site assessments. Petroleum grant
                   funds will be used to perform 12 Phase I and five
                   Phase II environmental site assessments. Grant funds
                   of both types will be used for cleanup planning and
                   community outreach activities.
