3) O \ (S Brownfields 2005 Grant Fact Sheet Hawaii Department of Land and Natural Resources, Honolulu, HI EPA Brownfields Program EPA's Brownfields Program empowers states, commu- nities, and other stakeholders in economic development to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. Abrownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. On January 11, 2002, President George W. Bush signed into law the Small Business Liability Relief and Brownfields Revitalization Act. Under the Brownfields Law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Addi- tionally, funding support is provided to state and tribal response programs through a separate mechanism. Community Description The Hawaii Department of Land and Natural Re- sources was selected to receive a brownfields assess- ment grant. The target Sand Island industrial area is in the Kalihi-Palama district of Honolulu (population 890,000). Compared to the population of the entire state, the population of the Kalihi-Palama district (38,000) has a significantly higher unemployment rate and lower median household income. The percentage of district residents living in poverty is double that of 0 _ Assessment Grant 2005)! ^-^ $200,000 for hazardous substances EPA has selected the Hawaii Department of Land and Natural Resources for a brownfields assessment grant. Grant funds will be used to conduct a site investigation and prepare a human health risk assessment for a 45-acre parcel in the Sand Island industrial area. The area, in the Kalihi-Palama district of Honolulu, was formerly owned by the U.S. Government. Most of the state-owned 45-acre industrial area is now vacant. It had been used as a U.S. Gov- ernment immigration quarantine station, military reservation, and communications support facility. Other previous facilities on the site include military motor pools, open dumping areas, a sewer treatment plant, paint and repair shops, and laundry/dry cleaning plants. The department intends to redevelop the site as an industrial park, which will develop underutilized land into much-needed industrial space, stimulate economic activity, provide jobs, increase property tax and other revenues, and eliminate illegal dumping.
