EPA Brownfields Program
EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. A brownfield site is
real property, the expansion, redevelopment, or reuse of
which may be complicated by the presence or potential
presence of a hazardous substance, pollutant, or con-
taminant. On January 11, 2002, President George W.
Bush signed into law the Small Business Liability Relief
and Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund grants,
cleanup grants, and job training grants. Additionally,
funding support is provided to state and tribal response
programs through a separate mechanism.
Community Description
The Anaheim Redevelopment Agency was selected to
receive a revolving loan fund grant. Anaheim (popula-
tion 327,000) is a fully built-out community. Recycling
abandoned and underused properties is the city's only
option for development. Anaheim's population is 64
percent minority, unemployment is twice the county
average, and 14 percent of its residents live in poverty.
Revitalization plans for the seven targeted sites include
four new housing developments; commercial, retail,
and industrial facilities; and open space. Redevelop-
ment plans for one site are expected to result in 340
affordable housing units that will generate $1.2 million
in property taxes annually. Redevelopment plans for
converting a former landfill into a commercial retail
center are expected to result in over 600 new perma-

EPA has selected the Anaheim Redevelopment
Agency for a revolving loan fund grant. The
grant will be used to capitalize a revolving loan
fund from which the Anaheim Redevelopment
Agency will provide loans and subgrants to
conduct cleanup activities. Seven brownfields
sites have been identified for potential funding,
six of which are within the city's Redevelopment
Project Areas. The sites, ranging in size from
four to 25 acres, include a landfill, a trucking site,
and a number of former manufacturing/industrial
facilities.

Prior to receipt of these funds in fiscal year 2003, the
Anaheim Redevelopment Agency has not received funding
for brownfields grants. The City of Anaheim has received
brownfields funding for assessment grants.
The cooperative agreement for this grant has not yet been
negotiated; therefore, activities described in this fact sheet
are subject to change.
