EPA Brownfields Program
EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. A brownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant, or
contaminant. On January 11, 2002, President George
W. Bush signed into law the Small Business Liability
Relief and Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund grants,
cleanup grants, and job training grants. Additionally,
funding support is provided to state and tribal response
programs through a separate mechanism.
Community Description
The City of Dubuque was selected to receive a
brownfields cleanup grant. Dubuque (population
57,686) is located on the Mississippi River in northeast-
ern Iowa. The Port of Dubuque was for many years
riddled with underused and abandoned industrial
properties with a questionable environmental past.
One such property, a former above-ground petroleum
storage tank yard, is the focus of this cleanup grant.
The project is located within low- to moderate-income
downtown census tracts. Twenty-four percent of the
residents in Census Tract 1 and nearly 33 percent in
Tract 2 live below the poverty level. In recent years,
the city has begun a major redevelopment project along
the riverfront, transforming this blighted area into the

EPA has selected the City of Dubuque for a
brownfields cleanup grant. Grant funds will be
used to clean up a petroleum plume that has
contaminated soil and groundwater across several
acres of prime riverfront development property
adjoining the Mississippi River.

Prior to receipt of these funds in fiscal year 2003, the City of
Dubuque has received brownfields funding for an assessment
grant.
The cooperative agreement for this grant has not yet been
negotiated; therefore, activities described in this fact sheet are
subject to change.
America's River Campus. Cleanup of the petroleum
plume will enable the city to expand the Grand Harbor
Resort and Waterpark and create new recreational and
entertainment attractions for community members and
visitors.
