 EPA Brownfields Program

 EPA's Brownfields Program empowers states, commu-
 nities, and other stakeholders in economic development
 to work together to prevent, assess, safely clean up,
 and sustainably reuse brownfields. A brownfield site is
 real property, the expansion, redevelopment, or reuse
 of which may be complicated by the presence or
 potential presence of a hazardous substance, pollutant,
 or contaminant. On January 11, 2002, President
 George W. Bush signed into law the Small Business
 Liability Relief and Brownfields Revitalization Act.
 Under the Brownfields Law, EPA provides financial
 assistance to eligible applicants through four competitive
 grant programs: assessment grants, revolving loan fund
 grants, cleanup grants,  and job training grants. Addition-
 ally, funding support is provided to state and tribal
 response programs through a separate mechanism.

 Community Description

 The Milwaukee Redevelopment Authority was se-
 lected to receive assessment, cleanup, and revolving
 loan fund grants. The  Redevelopment Authority is
 focusing its brownfields redevelopment efforts at the
 most distressed areas of the city. A long history of
 industrial activity, including tanneries, foundries,
 breweries, and motor manufacturers, has left the city
 littered with brownfields. Two areas are targeted, the
 Aldermanic District and the Menominee River Valley
 areas. Aldermanic District residents are predominantly
 minorities and almost half of its households include
 children under 18  years of age.  The poverty rate in
 this area is 36 percent and unemployment is at 16
 percent. Neighborhoods around the Menominee Valley
 have the highest population density and lowest incomes

                                EPA has selected the Milwaukee Redevelop-
                                ment Authority for a brownfields assessment
                                grant.  Grant funds will be used to conduct
                                assessment activities at sites contaminated by
                                hazardous substances and petroleum. The city is
                                targeting high-poverty neighborhoods of the
                                Aldermanic District. Grant funds also will be
                                used for community outreach and redevelopment
                                planning.
                                Cleanup Grants
                                $400,000 for hazardous substances
                                EPA has selected the City of Milwaukee for two
                                cleanup grants totaling $400,000. The cleanup
                                grants will be used for cleanup activities at the
                                King & Haley and Airline Yards sites. Airline
                                Yards is a 40-acre former rail-switching and car-
                                stacking facility and is contaminated with volatile
                                organic compounds, polynuclear aromatic
                                hydrocarbons (PAHs), and metals.  The King &
                                Haley site was used for a variety of commercial
                                and light industrial uses and is contaminated with
                                chlorinated hydrocarbons.
                                 Revolving Loan Fund
                                 Grant
                                $1,000,000 for hazardous substances

                                EPA has selected the Milwaukee Redevelop-
                                ment Authority for a brownfields revolving loan
                                fund grant. The grant will be used to capitalize a
                                revolving loan fund from which the Redevelop-
                                ment Authority will provide loans and subgrants
                                to conduct cleanup activities. The Redevelop-
                                ment Authority plans to leverage this grant with
                                other financing to build an eco-industrial park in
                                the Menominee Valley.

in the state.  The Menominee Valley is a federally
designated Renewal Community. The Redevelopment
Authority plans to redevelop these sites to spur busi-
ness development, reduce commuter travel for resi-
dents, and begin the economic renewal  of these
disadvantaged neighborhoods.

Prior to receipt of these funds in fiscal year 2003, the City of
Milwaukee has received brownfields funding for assessment,
revolving loan fund, and Showcase Community grants.
The cooperative agreement for this grant has not yet been
negotiated; therefore, activities described in this fact sheet are
subject to change.
