EPA Brownfields Program
EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. A brownfield site is
real property, the expansion, redevelopment, or reuse of
which may be complicated by the presence or potential
presence of a hazardous substance, pollutant, or con-
taminant. On January 11, 2002, President George W.
Bush signed into law the Small Business Liability Relief
and Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund grants,
cleanup grants, and job training grants. Additionally,
funding support is provided to state and tribal response
programs through a separate mechanism.
Community Description
The National City Community Development Commis-
sion was selected to receive an assessment grant. The
city is focusing on the Harbor District project area, one
of the city's oldest and most industrial sections. The
4,400 residents in the project area have the lowest
median income levels in the county, and many speak
languages other than English. The assessments will
allow owners to bring their properties into environmen-
tal compliance, which would be a major step in Na-
tional City's program to sustainably redevelop the
Harbor District, generate revenues, create new jobs,
and remove blight. The city has conducted environ-

EPA has selected the National City Community
Development Commission for a brownfields
assessment grant. The city will conduct Phase I
assessments of sites located in the eastern
portion the Harbor District, which will complete
the identification and prioritization of brownfields
in the 316-acre project area. Grants funds also
will be used to conduct a Phase II assessment of
an oil refinery and waste recycling site in the
project area, create an in-house database of
brownfield sites, and involve the community in
redevelopment decisions.

National City Community Development Commission has

negotiated; therefore, activities described in this fact sheet
are subject to change.
