8 HI C3 Brownfields 2003 Grant Fact Sheet Rock Hill, SC EPA Brownfields Program EPA's Brownfields Program empowers states, commu- nities, and other stakeholders in economic development to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. Abrownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. On January 11, 2002, President George W. Bush signed into law the Small Business Liability Relief and Brownfields Revitalization Act. Under the Brownfields Law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Addi- tionally, funding support is provided to state and tribal response programs through a separate mechanism. Community Description The City of Rock Hill was selected to receive an assessment grant. Rock Hill has a population of 49,700. The Arcade-Westside target area contains several small-business operations, but has lost four major textile mills in the last 15 years. The 2,500 residents of the neighborhood surrounding the target area relied heavily on these mills for employment and have suffered from their loss. Unemployment is high and 21 percent of Arcade-Westside residents have incomes below the poverty level. Statistics indicate that im- pacted residents may be more sensitive to environmen- tal hazards, and the Arcade-Westside area has been designated as a Medically Underserved Area and Medically Underserved Population. Plagued by dilapi- dated housing and environmental justice issues, the neighborhoods have been actively involved in Assessment Grant $200,000 for hazardous substances EPA has selected the City of Rock Hill for a brownfields assessment grant. The city will use grant funds to conduct four Phase II assess- ments of former textile mills in the Arcade- Westside neighborhood area.
