C3 Brownfields 2003 Grant Fact Sheet Nassau County, NY EPA Brownfields Program EPA's Brownfields Program empowers states, commu- nities, and other stakeholders in economic development to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. A brownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or con- taminant. On January 11, 2002, President George W. Bush signed into law the Small Business Liability Relief and Brownfields Revitalization Act. Under the Brownfields Law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Additionally, funding support is provided to state and tribal response programs through a separate mechanism. Community Description Nassau County was selected to receive assessment and revolving loan fund grants. Nassau County (population 1,300,000) is located on the south side of Long Island Sound. The county is the second largest county in the state and contains over 3,600 brownfields. Most of these brownfields are located in downtown areas where low-income populations tend to live and in commercial corridors that are littered with abandoned and underused facilities. The county is focusing its assessment grant on two low-income and predominantly minority communi- ties—the Village of Hempstead and the Hamlet of Roosevelt. Both communities suffer from health and social problems caused by abandoned and deteriorating brownfields. Nassau County plans to redevelop sites in these small communities based on the principles of sustainable development. The county, community stakeholders, and the development community will identify sites to be cleaned up with the revolving loan 7 Assessment Grant $200,000 for hazardous substances EPA has selected Nassau County for a brownfields assessment grant. Grant funds will be used to conduct Phase I assessments at sites in the Village of Hempstead and the Hamlet of Roosevelt. Grant funds also will be used to conduct four Phase II assessments at sites to be selected based on the results of the Phase I assessments. Revolving Load Fund Grant $700,000 for hazardous substances $300,000 for petroleum EPA has selected Nassau County for a brownfields revolving loan fund grant. The grant will be used to capitalize a revolving loan fund from which Nassau County will provide loans and subgrants to conduct cleanup activities. The county, which contains over 3,600 brownfields, will use a community-based process to select sites. Sites throughout the county contaminated by hazardous substances and petro- leum will be considered.
