EPA Brownfields Program

EPA's Brownfields Program empowers states, communi-
ties, and other stakeholders in economic development to
work together to prevent, assess, safely clean up, and
sustainably reuse brownfields. A brownfield site is real
property, the expansion, redevelopment, or reuse of which
may be complicated by the presence or potential presence
of a hazardous substance, pollutant, or contaminant. On
January 11,2002, President George W. Bush signed into
law the Small Business Liability Relief and Brownfields
Revitalization Act. Under the Brownfields Law, EPA
provides financial assistance to eligible applicants through
four competitive grant programs: assessment grants,
revolving loan fund grants, cleanup grants, and job training
grants. Additionally, funding support is provided to state and
tribal response programs through a separate mechanism.

Community Description

The City of Canton was selected to receive assessment
and cleanup grants. The city's population is approximately
15,000. Residents near the International Harvester site
have a lower per capita income and higher poverty rate
than residents of other areas of the city.  Because of the
location of nearby strip mines, the outward expansion of the
city is limited, and the 33-acre former International Har-
vester site is ideally located in the center of the city. The
vacant site is located in a state Enterprise Zone that has
been plagued by fires, bankruptcies, and environmental
citations. The site was used to manufacture farm imple-
ments and equipment between 1840 and 1984. After
International Harvester ceased operations in 1984, the site
was sold and subdivided.  Leased parcels were used for
tire-shredding, cleaning and casting operations, and mobile
home scrap recovery. The redevelopment plan for the site
includes retail, cultural, and light industrial areas, all of which
would promote economic activity in the area.
Assessment Grant
$200,000 for hazardous substances
$ 100,000 for petroleum

EPA has selected the City of Canton for a
brownfields assessment grant. Grant funds will
be used to perform a Phase II environmental
investigation of hazardous substances, develop a
remedial action plan, and conduct community
involvement activities at a former farm equip-
ment manufacturer site. Petroleum assessment
funding will be used to conduct an assessment of
the west-central portion of the site.       .^^
Cleanup Grant
$200,000 for hazardous substances
EPA has selected the City of Canton for a
cleanup grant. The cleanup grant will be used
for contaminant cleanup on the northwest parcel
of the former International Harvester site, which
was used for the manufacturing of farm imple-
ments and equipment between 1840 and 1984.
The site  was used for a variety of purposes after
1984 and is currently vacant. Contaminants
present include nonaqueous-phase liquids
(NAPL), metals, cyanide, and friable asbestos.

Prior to receipt of these funds in fiscal year 2003, the City of
Canton has received brownfields funding for assessment grants.

The cooperative agreement for this grant has not yet been
negotiated; therefore, activities described in this fact sheet are
subject to change.
