EPA Brownfields Program
EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. A brownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant, or
contaminant. On January 11, 2002, President George
W. Bush signed into law the Small Business Liability
Relief and Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund grants,
cleanup grants, and job training grants. Additionally,
funding support is provided to state and tribal response
programs through a separate mechanism.
Community Description
The Columbia River Estuary Study Taskforce
(CREST) was selected to receive a brownfields
revolving loan fund grant. CREST is a bi-state council
of local governments with a focus on natural resource
planning issues affecting the Columbia River Estuary.
The counties of Clatsop, Pacific, and Wahkiakum (total
population 60,000) are comprised of rural coastal
communities with a combined total of 332 brownfield
sites. Communities in this area all have a history of
natural resource-based economies dependent on wood-
product processing, commercial fishing, and fuels for
land and marine transportation. These activities have
left a legacy of petroleum contamination, underused
properties, and economic distress. Many of the sites
are along shorelines, jeopardizing residents who rely on

EPA has selected the Columbia River Estuary
Study Taskforce (CREST) for a brownfields
revolving loan fund grant. The grant will be used
to capitalize a revolving loan fund from which the
Taskforce will provide loans and subgrants to
conduct cleanup activities at petroleum-contami-
nated sites within Clatsop County, Oregon, and
Pacific and Wahkiakum Counties, Washington.
Potential target sites include wood processing
and marine-related industries, as well as proper-
ties involved in the manufacture and distribution
of controlled substances.

Prior to receipt of these funds in fiscal year 2003, the
Columbia River Estuary Study Taskforce has not received
brownfields grant funding.
The cooperative agreement for this grant has not yet been
negotiated; therefore, activities described in this fact sheet
are subject to change.
