EPA Brownfields Program
EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. A brownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant, or
contaminant. On January 11, 2002, President George
W. Bush signed into law the Small Business Liability
Relief and Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund grants,
cleanup grants, and job training grants. Additionally,
funding support is provided to state and tribal response
programs through a separate mechanism.
Community Description
The Contra Costa County Redevelopment Agency was
selected to receive a brownfields assessment grant.
The redevelopment agency is focusing on the Rodeo
Waterfront area. Rodeo is an unincorporated commu-
nity of 8,700 along San Pablo Bay in the San Francisco
Bay area. The waterfront once was one of the San
Francisco Bay area's premier fishing and boating
locations, providing Rodeo with a strong economic base
and community center. Perceived environmental
contamination has resulted in deterioration of the
waterfront and the local economy. The site assess-
ments are a first step in the revitalization of Rodeo's
waterfront. The Contra Costa Redevelopment Agency,
formed in part to help revitalize this area, began

EPA has selected the Contra Costa County
Redevelopment Agency for a brownfields
assessment grant. Grant funds will be used to
perform Phase I and Phase II investigations of
sites potentially contaminated with petroleum or
hazardous substances in the Rodeo Waterfront
area. The sites may have been contaminated by
historic industrial and automotive-related uses.

Prior to receipt of these funds in fiscal year 2003, Contra
Costa County has not received brownfields grant funding.
The cooperative agreement for this grant has not yet been
negotiated; therefore, activities described in this fact sheet
are subject to change.
working with the Rodeo community in 1997. A task
force of community members, local businesses,
regulatory agencies, and developers was formed to
plan and implement a revitalization strategy for the
waterfront. The redevelopment agency plans to
continue to collaborate with stakeholders to ensure that
redevelopment of the waterfront will serve the local
Rodeo community and become a regional asset.
