EPA Brownfields Program
EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. A brownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, President
George W. Bush signed into law the Small Business
Liability Relief and Brownfields Revitalization Act.
Under the Brownfields Law, EPA provides financial
assistance to eligible applicants through four competitive
grant programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addition-
ally, funding support is provided to state and tribal
response programs through a separate mechanism.
Community Description
The City of Davenport was selected to receive an
assessment grant. The city is focusing on a 2,450-acre
target area extending westward from the downtown
core along the Mississippi River. This area encom-
passes 67 properties and a wide range of land uses,
including active manufacturing plants and abandoned
coal gasification plants, packing houses, lumber yards,
and railroad facilities. The target area has a population
of 4,700, of whom 30 percent are minorities. The
poverty rate of the target area is 28 percent compared
to the 14 percent citywide poverty rate. The city has
completed a broad profile of the area and has ranked
brownfields sites. The assessment of the high-priority
properties will leverage resources to continue progress
toward cleanup and reuse. The Brownfields Partner-
ship Team, a community advisory group, will be
involved in planning for redevelopment.
Assessment Grant
$200,000 for hazardous substances
EPA has selected the City of Davenport for a
brownfields assessment grant. The city will
conduct assessment of properties contaminated
by hazardous substances along its five-mile
Mississippi River shoreline. Grant funds also will
be used to conduct health studies of area resi-
dents and to involve the community in redevelop-
ment planning.

Prior to receipt of these funds in fiscal year 2003, the City
of Davenport has received funding for assessment grants.
The cooperative agreement for this grant has not yet been
negotiated; therefore, activities described in this fact sheet
are subject to change.
