EPA Brownfields Program
EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. A brownfield site is
real property, the expansion, redevelopment, or reuse of
which may be complicated by the presence or potential
presence of a hazardous substance, pollutant, or con-
taminant. On January 11, 2002, President George W.
Bush signed into law the Small Business Liability Relief
and Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund grants,
cleanup grants, and job training grants. Additionally,
funding support is provided to state and tribal response
programs through a separate mechanism.
Community Description
The East Bay Habitat for Humanity was selected to
receive a cleanup grant. The two-acre Edes Avenue
site in the Sobrante neighborhood of the City of
Oakland borders a residential and light-industrial zone
with many vacant and underused properties. The
neighborhood census tract is demographically very
different from the City of Oakland. More than 57
percent of the residents are African American and 34
percent are Hispanic. The unemployment rate is 75
percent higher than the city rate and many more
families live below the poverty level. Habitat for
Humanity plans to build approximately 26 new homes
for low-income families on the site. This would not
only provide affordable housing to low-income buyers,

$200,000 for hazardous substances
EPA has selected East Bay Habitat for Humanity
in the City of Oakland for a cleanup grant. The
grant will be used to conduct cleanup activities at a
former truck dismantling and salvage yard at 10900
Edes Avenue in the Sobrante neighborhood of the
City of Oakland. The funds will be used for
removal and disposal of contaminated surface soil.

Prior to receipt of these funds in fiscal year 2003, East Bay
Habitat for Humanity has not received brownfields grant
funding.

negotiated; therefore, activities described in this fact sheet are
subject to change.
