EPA Brownfields Program
EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. A brownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant, or
contaminant. On January 11, 2002, President George
W. Bush signed into law the Small Business Liability
Relief and Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund grants,
cleanup grants, and job training grants. Additionally,
funding support is provided to state and tribal response
programs through a separate mechanism.
Community Description
King County has been selected to receive an assess-
ment grant. King County and the City of Seattle are a
joint EPA Brownfields Showcase Community. King
County has identified 726 confirmed or suspected
contaminated sites. The majority of these are small sites
concentrated within the county's three manufacturing
and industrial centers. Many are located near residential
areas, including South Park, Georgetown, Allentown,
Ballard, and Interbay. The city recently created the
King County Contaminated Sites Management Program,
which will provide site investigation and remediation
services for sites the county owns, wishes to purchase,
or takes involuntarily through foreclosure . This program
will build on the inventory and assessment work begun
through previous brownfields assessment grants.
Assessment Grant
$200,000 for hazardous substances
EPA has selected King County for a brownfields
assessment grant. King County will use grant
funds to identify sites needing assessment on a
community-wide basis and will conduct assess-
ments on publicly owned sites through the new
King County Contaminated Sites Management
Program. Grant funds also will be used for
community outreach.

Prior to receipt of these funds in fiscal year 2003, King
County/City of Seattle has received has received brownfields
funding for assessment, job training, and Showcase Commu-
nity grants.
The cooperative agreement for this grant has not yet been
negotiated; therefore, activities described in this fact sheet are
subject to change.
