SB, in C3 Brownfields 2003 Grant Fact Sheet Lancaster County, PA EPA Brownfields Program EPA's Brownfields Program empowers states, commu- nities, and other stakeholders in economic development to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. A brownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. On January 11, 2002, President George W. Bush signed into law the Small Business Liability Relief and Brownfields Revitalization Act. Under the Brownfields Law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Addition- ally, funding support is provided to state and tribal response programs through a separate mechanism. Community Description Lancaster County was selected to receive an assess- ment grant. The county (population 470,700) is known for its fertile farmland and its Amish and Mennonite religious communities. In addition to a vital agricultural industry, Lancaster County is home to more than 800 manufacturing firms, which employ about a third of the county's workforce. The 60 municipalities in the county all have populations under 100,000. Through its Land Recycling Initiative, the county has built partner- ships with a wide range of stakeholders involved in brownfields redevelopment. This grant will continue work begun under a previous brownfields assessment grant to promote sustainable reuse of brownfields in the county. Assessment Grant $200,000 for hazardous substances $200,000 for petroleum EPA has selected Lancaster County for a brownfields assessment grant. The county will use hazardous substances grant funds for up to five Phase I assessments and two Phase II assessments at sites to be selected from the county's brownfields inventory. Petroleum funding will be used to conduct up to five Phase I assessments and up to two Phase II assessments of sites with potential petroleum contamination. Areas to be targeted include the City of Lancaster, boroughs within the county, and inner- ring suburbs.
