EPA Brownfields Program

EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. A brownfield site is
real property, the expansion, redevelopment, or reuse of
which may be complicated by the presence or potential
presence of a hazardous substance, pollutant, or con-
taminant. On January 11, 2002, President George W.
Bush signed into law the Small Business Liability Relief
and Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund grants,
cleanup grants, and job training grants. Additionally,
funding support is provided to state and tribal response
programs through a separate mechanism.

Community Description

The City of Leavenworth was selected to receive an
assessment grant. Situated along the Missouri River in
northeastern Kansas, Leavenworth (population 35,400)
was the state's first incorporated city. The city's
downtown commercial and warehouse districts bear a
number of large, historic structures that were aban-
doned and neglected following the decline of the city's
industry. The grant will help the city assess the
warehouses in the Industrial Warehouse Historic
District, which was successfully nominated to the
National Register of Historic Places in 2002. The city
hopes to redevelop a former warehouse site into a
187,000-square foot mixed-use complex, complete with
apartments, retail shops, offices, and a hotel.  The

                                 EPA has selected the City of Leavenworth for a
                                 brownfields assessment grant. The city intends
                                 to use grant funds to perform an environmental
                                 site assessment of hazardous substances at a
                                 former warehouse site in the Industrial Ware-
                                 house Historic District. The assessment will
                                 clear the way for development of a large mixed-
                                 use complex that will create jobs, greatly improve
                                 the local economy, and save an historic structure
                                 from ruin.
