EPA Brownfields Program
EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. A brownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, President George
W. Bush signed into law the Small Business Liability
Relief and Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund grants,
cleanup grants, and job training grants. Additionally,
funding support is provided to state and tribal response
programs through a separate mechanism.
Community Description
The City of Louisville was selected to receive an
assessment grant. The city is focusing brownfields
redevelopment efforts on its federally designated
Enterprise Community (EC). Almost a quarter of the
EC is made up of brownfields. Many of these
brownfields are vacant or underused factories that
grew along rail corridors, but are now eyesores and
blight to the neighborhoods they once served. West
Louisville, which constitutes a significant portion of the
EC, has poverty and unemployment rates that are three
times regional rates. Although economically distressed,
the area has good access to transportation and an
existing infrastructure that will encourage redevelop-
ment. The city's goal is to create a sustainable eco-

$350,000 for hazardous substances
EPA has selected the City of Louisville for a
brownfields assessment grant. The city will use
grant funding to conduct assessments at a site in
West Louisville, most of which is within the city's
federally designated Enterprise Community.
Grant funds will be used to conduct Phase I and
Phase II site assessments and to involve the
community in redevelopment planning.

Prior to receipt of these funds in fiscal year 2003, the City
of Louisville has received brownfields funding for assess-
ment and revolving loan fund grants.
The cooperative agreement for this grant has not yet been
negotiated; therefore, activities described in this fact sheet
are subject to change.
