SB, HI C3 Brownfields 2003 Grant Fact Sheet Middlesex County Improvement Authority, Mil/town, NJ EPA Brownfields Program EPA's Brownfields Program empowers states, commu- nities, and other stakeholders in economic development to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. A brownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. On January 11, 2002, President George W. Bush signed into law the Small Business Liability Relief and Brownfields Revitalization Act. Under the Brownfields Law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Addi- tionally, funding support is provided to state and tribal response programs through a separate mechanism. Community Description The Middlesex County Improvement Authority was selected to receive an assessment grant. The target area of Milltown is in a small community with 7,000 residents occupying 1.6-square miles in central New Jersey. Public safety is a major concern in the working class neighborhood near the site, which originally was built to provide housing for workers at the operating plants. During its 120 years of operation, the site had a variety of uses, including rubber, printing, and synthetic textile manufacturing. Warehouses and assembly businesses remain on the site. There have been large fires on the site and repeated problems with vandalism, Assessment Grant $350,000 for hazardous substances EPA has selected Middlesex County Improve- ment Authority for a brownfields assessment grant. Grant funds will be used to complete site assessment and remedial investigation of a 19.5- acre former tire-manufacturing complex. Grant funds also will be used for health and safety monitoring and enforcement in conjunction with the National Center for Neighborhoods and Brownfields Redevelopment.
