EPA Brownfields Program
EPA's Brownfields Program empowers states, commu-
nities, and other stakeholders in economic development
to work together to prevent, assess, safely clean up,
and sustainably reuse brownfields. A brownfield site is
real property, the expansion, redevelopment, or reuse
of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant,
or contaminant. On January 11, 2002, President George
W. Bush signed into law the Small Business Liability
Relief and Brownfields Revitalization Act. Under the
Brownfields Law, EPA provides financial assistance to
eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants. Addi-
tionally, funding support is provided to state and tribal
response programs through a separate mechanism.
Community Description
The City of Portland was selected to receive an
assessment grant. The City of Portland, which is an
EPA brownfields Showcase Community, contains more
than 500 brownfields. North and northeast Portland
contains 113 brownfields and has been designated as a
federal Enterprise Community. Portland residents have
been actively involved in the city's brownfields projects
since 1998. Beginning in 1998, members of the com-
munity led an effort to refocus the city's Showcase
Community program from larger projects in the
downtown area to smaller projects in the low-income
areas of north and northeast Portland. A Citizens
Advisory Committee oversees the identification and
evaluation of the sites considered for assessment.
Assessment Grant
$200,000 for hazardous substances
$125,000 for petroleum
EPA has selected the City of Portland for a
brownfields assessment grant. The city plans to
use grant funds to conduct assessments of
hazardous substances contamination at an
abandoned warehousing site and to conduct
assessments of petroleum contamination at a
former gas station. In addition, grant funds will
be used to continue community outreach efforts.

Prior to receipt of these funds in fiscal year 2003, the City
of Portland has received funding for assessment, revolving
loan fund, and Showcase Community grants.
The cooperative agreement for this grant has not yet been
negotiated; therefore, activities described in this fact sheet
are subject to change.
